Do you need to be 18 in the state of California to buy Air Duster in a can?

I got an email saying that kids were buying"air in a can" or "dust off" from STAPLES and getting high off it... can my kids get a hold of the stuff, or do you need to be 18?

Certain chain stores do card for it but only around here
