What make a person the best canidate for a Higher postion??

I would say the number one reason a person is promoted is experience. the second is reliability. I got a promotion without asking...Just one day I came to work and I had a new title. The boss said "there is no one else I would trust with this position"
They are doing a terrible job right now. They aren't a terrible employee just in the wrong job, so promote them to keep them from doing damage.
They are doing a good job right now. The job they are doing is something that anyone can do, so after promoting them a replacement can be found easily. If a replacement cannot be found this type of person is never promoted no matter how well they do a job.
They are culturally diverse, attractive or young. Having one of these as a manager representing the company would make the company look better.
They specifically are a young person. Promoting a person with less experience and seniority means that you don't have to pay them as much as a person that has been there longer.
They are a compromise. They don't really do anything well, it's just that several managers were making a decision on who to vote for and so they end up going with one that nobody hated, but it turns out that nobody really liked them as a choice either.
I think that person should possess excellent knowledge of the business/organization, the ware with all to perform well in the position in question and have good leadership qualities. I believe that a person doesn't have to have a degree to qualify for a higher position nor do I believe in seniority either. In my experience I have worked with people who have both and still can't do well in various positions.
