if a married woman cheats on her husband with the intent to get pregnant by the guy she is cheating with and then pass the child off as her husbands, is this a crime?

Several states has adultery laws as well as the military under the Uniform Code of Military Justice. The reality is that these laws are rarely enforced but yes, it is technically a crime in some places. I know off-hand that adultery is illegal in VA and MI for instance.
As far as fraud for cuckolding her husband goes the courts just don't care. They are usually more than willing to tag the husband with child support whether or not it is his kid, especially if he hasn't contested paternity by age two of the child.
