There is no state that prevents people from carrying a legally registered firearm so what are you talking about?
they do not want firearms in the hands of citizens. they can't control them. they also want revenue from anyplace they can get it.
That depends on how your carrying the firearm. All states have concealed statutes, but most that I know of specifically designate what is considered concealed. Here where I live at in Nevada, as long as the weapon in question is no more than 50% covered, then its not considered concealed.

The Necessary and Proper Clause of the Constitution. That is how it is legal. It is promoted with a social policy for safety.
