How do they confirm my identity?

When applying for a provisional driving licence via the DVLA and your passprt is invalid (out of date) when sending a birth certificate how do they confirm identity?
Do they just look at it or do they type in the NHS number at the top in a database?

Answers:
nowadays you have to get a signed photo the same as you do with a passport.
