Are nightclubs discriminated?
I know this is weird but do you think people discriminate against nightclubs? My mom owns a small apartment/mall and one of the tenants runs a nightclub. Lately, we have been getting two court summons and violation fees a day because there is garbage in their alleyway and we're their landlord. I think that the town hall really hates the night club because once they sent three summonings for the same day and the owner swears that it was for one Starbucks cup. Does anyone else get this problem?

This can be a problem. Some people not only do not like to have a good time, it makes them mad when any one else does. Find out who is targeting your tenant. If your tenant is not causing you a problem other than the complaints at town hall, it may be worth it to both of you to put up a surveillance camera to find out who is actually behind this.
