Do you consider those who write fraudulent checks, only to pay back at a later date, wrong?

Yes and no.
Yes because writing a check is a promise to pay funds. It is now a crime to write a bounced check, and the crime is fraud. You're taking an awful chance to write a check that you suspect may bounce -- as many people do, expecting that by the time your check clears the bank you will have made a deposit and it's okay to write it. If you're wrong and you don't get it covered, then you've potentially gotten yourself into a lot of hot water.
No because the vendor who receives the check will get paid, whether it's now or later. The vendor will resubmit the check to the bank as many as three times, they will charge you a $25 fee to cover the charges, and if they don't get covered, the DA will ensure that restitution gets paid.
There are so many people who won't be able to eat, have electricity, whatever, if they don't write the check, and thankfully, thanks to King George, debtors in this country DON'T go to prison.
Yes, it's wrong to pass a bad check, but it's worse for someone who's never been in the tough spot to make a moral judgement against someone who has.
They're wrong, but they fix the wrong. It's kind of like being rude to your girlfriend, but then bringing her flowers. It tarnishes one's image, and isn't GOOD, but it's not irrepairable unless it becomes a pattern.
Yes - they have committed theft through "Uttering".
They should pay the money back to the person they gave the check to. Then they should pay a fine to that person for the aggravation and finally they should pay a fine to society for the crime.
Dumb.dont have the money in the first place,
