It depends upon the videos. If they're copyrighted and you're making a copy that is not authorized by the rights owner, you're violating the law.
If, on the other hand, the videos are licensed properly, and many sites set up licensing as a condition of uploading a video, then you're OK - assuming, of course, that the person who uploaded the video had the proper rights to do so.
Illegal! any program that lets you do it freely is illegal.
