It is legal to order and have this item in your possession. Now, after saying that, I wouldn't go flaunting it around and advertise that you have this item.

I imagine it's probably similar to owning a P2P program. Legal to own as long as you don't do anything illegal with it.
I'm pretty sure you're allowed to buy the lock picks, but as I recall if you're caught carrying the lockpicks in public, you will be charged. Unless of course, you're a locksmith.
i am guessing it is legal to own but i wouldnt go around carrying it anywhere it would probably seen as a buglary tool which is an offence to have.
