Drivers License...?

I live in Dallas, Texas and my uncle lives in Germany. He comes and visits some times but he has recently. He wants a drivers lincense in Dallas so when he comes he can drive. He has gotten a drivers license before but it expired in 2001. He gave me his old drivers license and a picture and wants me to get a new one for him for when he comes. He doesn't have a social security number. Is it possible for me to get him a drivers license in Texas without him being there? I will give best answer to the person that answers this question the best. Thanks.

Answers:
He doesn't need a Texas license. He can drive in the US with a German license. If it is expired, he should have it renewed in Germany.

He may also want to apply for an International Driving Permit in Germany as well, and bring it along with his German license.

But anyway, to answer your questions, no he can't get a Texas license because he isn't a resident here.

Dude. You just laid out a really bad bunch of lines there. He has had a driver's license, but his license expired in 2001. His driver's license was in Germany? Dallsa? America?
None of the above? He has no social security number? Does he have anything? How did he get a driver's license in America? He wants you to obtain a driver's license for him? UHHHH.
You must be really really really young, and I can tell you that maybe in 1906 that may have happened one time in the history of mankind, but it isn't going to happen now.
This has got to be a joke. Where are the cameras?
How could you possibly be so extremely ignorant? You're joking with us, right?

Dude. Unky Punky ain't gonna get Jack-Crap. He's either attempting to use you for something, or he's trying to use you for something.
Unky ain't Kool, and you're asking for a world of hurt.
