Since there are so many laws and rules is it almost impossible not to break the law?
even things like dropping litter or going 1 mile above the speed limit can get you in trouble

Without rules, there would be chaos. Everyone would do as they pleased.

You can not move off and drive your car a mile without breaking some law. This is why the motorist is such an easy target. So far as the rest of your life is concerned I do not know how you can avoid breaking the law. Even stating your case vigorously to an incompetent official can get you into trouble. Just make sure it is worth it in that case. As someone has said without rules the whole system breaks down.but It is how the rules are applied that matter.
