No, this is a Public Health Law crime. There's NO issue of consent unless the person is underage, then you MUST have consent from a parent anyway. Unless you are a LICENSED tattoo artist, you are begging for a problem in tattooing your friend.


If the tattooer charges, he or she had better be licensed.
