Its not fair?

why is it ,if you run over a dog is it illegal if ya dont stop and report it . but then if you run over a cat you can just leave it .wheres the logic in that and whats the difference.its still a little life if someone run over my cat and left it i would be gutted .

The government has passed a lot of laws in regard to what one might injure in the course of daily life. In the USA, dogs are thought to be like "people". In fact, in Charlotte, NC they have a "club" if you will, that puts their ads like this, "Dogs and the people they own". As for cats, I feel similar to the way you feel. I am more of a "cat person" than a "dog person". Nowhere have I found that cats are revered more than dogs. Very rarely does one see where cats that are mutilated, that their owners are taken to court or given a citation - but if a dog is involved, watch out! Life is NOT fair - and neither is our government.

I don't know where you heard that but you're supposed to report both.
When cats are not allowed to run loose like rabbits and squirrels, they will be treated as pets.
