A bunch of guys testifying in the Tillman investigation claim they didn't know the rule for notifying family

when an investigation of fratricide was started. Do you think they thought notifying the family of an investigation was AGAINST the rules?

Answers:
investigations make many people forget everything they ever knew

Would you take responsibilty for the notification, if you were not sure on how to proceed. I am sure they understood it was not AGAINST the rules.
