No, stays are issued by courts of law -- generally appellate courts. Clemency on the other hand, can be granted by the executive branch. Governors of the state can issue clemency within their own state. The President can issue clemency for inmates on Federal Death Row. Both can also issue commutation of sentence. The President however CANNOT issue orders at the state level.
