Eviction Laws in Delaware County PA?

We are looking to purchase a home that was forclosed on over 90 days ago. A family friend, that would like to sell us this house, is now the new owner and has been issued the deed. I think the eviction process has to start now, but I am unclear as to how long this will take and what rights the guy who was foreclosed on has now. We were hoping to move sometime in the Fall (the house went to sheriff sale in April), but this seems to be dragging on forever and we may need to move on from this potential deal. I can't seem to find any information specific to this part of the forclosure process. Any advice?
