Can my boss show my medical reless to other employees?

It would definitely be on a need to know basis. For instance if it were being shown to a company executive or human resource person and your medical condition affected your job then they would have every right to show this. If it were just another employee they showed it to, who has no interest in your position, (no reason to nead to know your medical history), then you could sue that person who showed the person your records. This can be, and is a very serious matter.

It depends. You may have signed waivers in your employment contract or when you first got hired that gave limited access to certain employees. Always read what you sign.
A medical release to return to work is NOT protected under HIPPA regulations as it contains no medical information and your boss is NOT a health care provider.
It is perfectly legal.
