In Florida, what is an 18 year old allowed to do with a 16 year old?

is an 18 year old guy allowed to have sex with a 16 year old girl? what about just make out? does the law say you have to be at most 2 years apart, or does it say that any 18 year old can't do anything with anyone under 18?
